Job Summary:
The FHPC seeks a full-time Medicaid Policy Director to advance the center's work on informing and implementing policies to overcome fragmented systems and integrate approaches to health for achieving equitable health outcomes across populations.
The ideal candidate will have deep expertise in Medicaid policy and strategies that leverage Medicaid and the Children's Health Insurance Program to optimize delivery systems and cross-sector collaborations to promote whole health; experience working in or with state agencies to implement system transformation initiatives; knowledge across a broad range of Medicaid regulations, policies, and programs, including behavioral health (mental health and substance use) and/or social health; and program evaluation as an area of expertise.
Examples of Work Performed
The duties and responsibilities of the position include, but are not limited to:
Medicaid Management/Strategy
- Monitor and assess developments in Medicaid and other health insurance in Colorado and nationally.
- Provide FHPC with expertise, ideas, analyses, written products and presentations concerning Medicaid and cross-sector collaboration to integrate behavioral health, public health, primary care, and social services to improve individual, family, and community health and address unwanted disparities.
- Contribute to the development and dissemination of briefs, manuscripts, reports, and other publications derived from FHPC projects.
- Develop and write grants and proposals to advance FHPC priorities.
- Represent FHPC on the Anschutz Medical Campus and at state and national meetings.
- Build and maintain relationships with Medicaid partners and programs in Colorado and other states, including participation in the State-University Partnership Learning Network.
Teaching and Mentoring
- Support FHPC educational programs by welcoming the participation of students, residents, fellows, visiting scholars, and collaborating partners in developing and implementing projects and products.
- Cultivate the career development of FHPC fellows, team members, and partners, expanding and sharing Medicaid expertise. Develop, tailor, and present health policy lectures to key audiences (topics may include: foundations of Medicaid and public insurance, state budget process; and lectures may be presented to elected officials, campus faculty and staff).
Administrative
- Participate as a key member of the FHPC leadership team, leading the strategic planning related to Medicaid programs.
- Fully participate in regular FHPC team meetings, retreats, and evaluation processes.
- Participate in university activities expected of faculty and staff at the University of Colorado such as monthly departmental meetings and guest lectureships.
- Help lead and administer FHPC operations as assigned by the FHPC director.
Work Location:
Hybrid - this is a hybrid role with 2-3 days per week in office at the CU Anschutz Medical Campus.

Applicants must meet minimum qualifications at the time of hire.
This is an open rank position and could be categorized as Senior Instructor, Assistant Professor, Associate Professor or Professor based on experience and qualifications as indicated below:
Senior Instructor Minimum Qualifications
- Master's degree, or equivalent, in public health, health services research, economics, psychology, sociology, social work, law, or related field.
- Five years' (5) experience with federal and/or state Medicaid policies, procedures, and programs including those focused on behavioral health and value-based payments.
- Experience with proposal management and organizing teams for securing grants and/or contracts
Assistant Professor Minimum Qualifications
- PhD, or equivalent, in public health, health services research, economics, psychology, sociology, social work, law, or related field.
- Five years' (5) experience with federal and/or state Medicaid policies, procedures, and programs including those focused on behavioral health and value-based payments.
- Demonstrated experience with proposal development and securing grants and/or contracts
Associate Professor Minimum Qualifications
- PhD, or equivalent, in public health, health services research, economics, psychology, sociology, social work, law, or related field.
- Ten years' (10) experience with federal and/or state Medicaid policies, procedures, and programs including those focused on behavioral health and value-based payments.
- Demonstrated experience with proposal development and securing grants and/or contracts.
- A portfolio of peer reviewed publications in health services, health policy, behavioral science, public health, and/or medical journals.
Professor Minimum Qualifications
- PhD, or equivalent, in public health, health services research, economics, psychology, sociology, social work, law, or related field.
- Fifteen years' (15) experience with federal and/or state Medicaid policies, procedures, and programs including those focused on behavioral health and value-based payments.
- Demonstrated success obtaining and managing federal or state funding as a PI, leading health services research studies in an academic setting or research institute.
- An established record of leadership & service in the fields of health services research, health policy, health care delivery, and/or economics.
- A significant portfolio of peer reviewed publications in health services, health policy, behavioral science, public health, and/or medical journals.
Preferred Qualifications (all ranks)
- Ten years' (10) experience with state and/or federal Medicaid programs.
- Experience with commercial and public health insurance and payment policy.
- Experience working in or with a state or federal health and human services agency.
Knowledge, Skills, and Abilities (all ranks)
To be successful in this position, candidates will need the following:
- Excellent written, verbal, and presentation communication skills including ability to publish manuscripts and policy reports that interpret evidence useful to policy makers.
- Ability to establish and maintain effective working relationships with diverse FHPC faculty and staff, clients, collaborators, representatives of government agencies, consultants, clinicians, elected officials, students, residents, and fellows.
- Ability to work effectively, independently and as part of a team, to meet deadlines, adapting to ever-evolving work situations.

The starting salary range (or hiring range) for this position has been established as HIRING RANGE:
Senior Instructor
$110,000 - $140,000
Assistant Professor
$120,000 - $140,000
Associate Professor
$150,000 - $200,000
Professor
$220,000 - $275,000
The salary of the finalist(s) selected for this role will be set based on a variety of factors, including but not limited to, internal equity, experience, education, specialty and training.
The above salary range (or hiring range) represents the University's good faith and reasonable estimate of the range of possible compensation at the time of posting. This position is not eligible for overtime compensation unless it is non-exempt.
